❗️Detectives of the Kyiv Regional Office of BEB, together with Cyber Police operatives, uncovered a large-scale scheme of illegal production of liquids for electronic cigarettes. The total market value of the seized excisable products is almost 365 million UAH.
Large-Scale Illegal Production Scheme
🕵️♂️ The investigation established that a group of individuals organized underground production of liquids used in electronic cigarettes in Kyiv and the Kyiv region. The full cycle of mass production of counterfeit products was set up in specially equipped workshops using industrial equipment.
Assortment and Components
➡️ The manufacturers offered a wide range of products for vape refills. Four main components were used for the liquids: nicotine, propylene glycol, glycerin, and flavorings. The products were packaged in plastic PET bottles. The finished goods were distributed throughout Ukraine.
Raids and Seizures
➡️ BEB detectives and Cyber Police officers conducted raids at the underground production site, warehouses, and office premises. 1.8 million units of liquid for electronic cigarettes, over 15,000 disposable electronic devices, nearly 15,000 liters of chemical raw materials, equipment, and production accessories were seized from illegal circulation. Additionally, more than 6 million UAH in equivalent and 6 vehicles were confiscated.

The pre-trial investigation is ongoing. The full circle of individuals involved in the illegal activities is being established.

🤝Operational support is provided by employees of the Cyber Police Department of the National Police of Ukraine. Procedural guidance is carried out by prosecutors of the Kyiv Regional Prosecutor’s Office.
